AASBO/ASBA 2010 Legislative Session Update Webinar - May 25, 2010
This Webinar was provided by the Arizona School Boards Association[ASBA] and the Arizona Association of School Business Officials[AASBO]. The Webinar will provide information related to major education legislation from the 2010 Regular Session of the Arizona Legislature. Janice Palmer from ASBA and Chuck Essigs from AASBO will conduct the Webinar.

AASBO 2010 LEGISLATIVE AGENDA
1. Funding of School Finance Formula – Assist the Legislature and the Governor with ways to maximize funding for schools and to keep any cuts to a minimum level during these difficult economic times.
2. Continue Reduction of Nonessential Administrative Activities – Continue to work with AASBO members to identify areas of law that could be modified to eliminate nonessential reports and administrative requirements and work with legislators to eliminate the identified areas.
3. State Student Reporting Requirements – Work to clarify reporting laws for students including proportional counting of students to be based upon total instructional time provided to a student, and change the calculation to a more efficient system that counts students at certain times during the year rather than for 100 days.
4. Constitutional Limit/Full Day Kindergarten – Advocate for a change in A.R.S. § 15-238 to require kindergarten students enrolled in a full day program to be counted as full-time students for the purposes of establishing the Constitutional Limitation.
5. State Equalization Assistance Property Tax Levy – Oppose legislation to eliminate the funding for K-12 education provided by A.R.S. § 15-994.A.
6. Absence Penalty – Remove the penalty for absences when computing average daily membership.
7. Budget Flexibility – Allow for the reduction in restrictions on school districts’ spending authority to allow school districts to use available resources to adjust to any potential state funding cuts.
8. Extra Curricular Tax Credit – Expand the extracurricular tax credit to allow funds to be used to expand the use of technology in the instructional program.
9. Performance Pay for Teachers – Allow the Governing Board to approve a 5.5% increase in the base support level to be funded with local revenues to be used for a district performance pay program.
